OBJECTIVES OF THE PROGRAMME :
The objective of the post is to ensure the ever increasing workload of the polio laboratory is supported by additional human resource with data management capacity to maintain quality of laboratory data (a) ensure availability of quality, timely, and complete information that guides the surveillance (b) provide a dedicated Data Assistant to Polio lab that relieves other technical lab personnel to focus on specimen processing . (c) ensure proper documentation of all case investigation forms and lab results.

Description of duties:
Under the overall guidance of the Maiduguri Polio Laboratory Director and over all supervision of WHO Data Assistant, the staff will carry out the following specific task:
1. Establish, maintain and up-date Polio laboratory databases pertaining to AFP/contact and lab result
2. Perform data harmonization and cleaning on all AFP data received using the WHO Data Quality Check and harmonization Tool.
3. Ensures weekly submission of the polio lab data to the director to share with AFRO as per the agreed timeline
4. Provide regular feedback on any data harmonization issue to the concerned zone and state.
5. Track and obtain missing or incomplete data/reports and provide feedback to relevant levels.
6. Produce weekly, monthly and quarterly analysis feedback on key polio laboratory indicators
7. Create and secure back-up copies of data in the lab.
8. Perform other activities as required by WHO Representative

REQUIRED QUALIFICATIONS

Education:
Diploma in Computer Science, Statistics, data management or related field with additional data laboratory training.

Skills:
Working knowledge of laboratory, preferably Polio laboratory.
Ability to acquire sound knowledge of WHO rules, regulations and procedures. Demonstrated abilities for team-work.
Ability to establish and maintain good relations with people at various levels and of different background.

Experience:
At least 2 years' experience in health related data management.
Experience in quality collection, analysis, dissemination, and use of health information for program planning and management.
Experience in Ms. Access database tool management.

Unconfirmed reports had claimed that the 2016 Batch B Stream II Orientation Course would begin on the 16th January to 4th February, 2017.

“The NYSC Management wishes to advise prospective Corps members to disregard a message being circulated online with the above title claiming that the 2016 Batch ‘B’ (Stream II) Orientation Course has been scheduled for 16th January to 4th February, 2017.

“We wish to warn that the message did not emanate from the scheme, and its authors are clearly out to cause confusion.

“Management further requests prospective Corps members to note that information on the online printing/collection of call-up letters and the commencement date for the 2016 Batch ‘B’ (Stream II) Orientation course will be conveyed, as usual, through our official website: www.nysc.gov.ng, facebook account: www.facebook.com/officialnysc and twitter handle: www.twitter.com/nysc_ng.

JAMB Introduces New Guidelines For 2017 UTME

The Joint Admissions and Matriculation Board (JAMB) has introduced new rules and guidelines that may eliminate fraudulent practices in the examination system ahead of 2017 Unified Tertiary Matriculation Examination (UTME).

The new rules and guidelines, includes the adoption of CCTV cameras for all the CBT centres; adoption of a single hall containing 250 functional desktop or laptop computer systems with extra 25 as backups; that the computers must be minimum 15 inch screens and must be connected to robust computer server with capacity to carry a minimum of 250 systems concurrently; adoption of cabled Local Area Network (LAN) and not wireless connectivity.

Other guidelines are the adoption of cubicles with minimum length of 26 by 18 inches; adequate security with minimum of five technical personnel and a network engineer on site; availability of back-up power supply (power generating set of minimum of 40KVA for a centre with 250 systems) and UPS/inverters that can carry all systems for a minimum of two hours; centres to have minimum of 250-capacity reception facility such as canopy with chairs; centres’ premises must be enclosed and must have adequate and functional air-conditioners, lighting, up-to-date antivirus and minimum of Windows 7, among others.

Tony Elumelu Foundation Opens Applications For Entrepreneurship Programme

The Tony Elumelu Foundation (TEF) is now accepting applications from African entrepreneurs with business ideas that can transform Africa.

According to a statement issued by the Foundation, successful applicants will join the third cycle of the TEF Entrepreneurship Programme, TEF’s 10-year, $100 million commitment to train, mentor and fund 10,000 African entrepreneurs in every African country.

Governor Obiano Upgrades Anambra College Of Agriculture To A Polytechnic

The Anambra State Governor, Chief Willie Obiano, in his special New Year Message upgraded the state College of Agriculture located in Mgbakwu in Awka North local government area to a Polytechnic.

According to a press statement signed by the Senior Special Assistant to the governor on Media, James Eze, the upgrade was part of the overall plan by the Obiano’s administration to expand its efforts in building new manpower capacity to meet the growing dynamics of the time.

The governor revealed that the technicalities involved in the transition of the college to a full-fledged Polytechnic had been concluded with the change perfected.

He expressed optimism that the Anambra people and the entire Nigerian will experience another dimension of joy in the New Year. EFCC To Quiz JAMB Registrar, Oloyede, UNILORIN VC Over Alleged Disappearance of N3.5Bn

Following the alleged disappearance of more than N2 billion naira from the coffers of the University of Ilorin, the Economic and Financial Crimes Commission (EFCC) will quiz the institution's immediate vice-chancellor, Prof. Ishaq Oloyede and the incumbent, Prof. Abdulganiyu Ambali.

It was learnt that the ‎leadership of the Academic Staff Union of Universities (ASUU), petitioned the anti-graft agency against the management of the foremost institution in Nigeria.

Oloyede was recently appointment registrar of the Joint Admission and Matriculation Board (JAMB) but his appointment by President Muhammadu Buhari has been protested against by ASUU.

The petition, according to Nigerian Tribune, was submitted on Thursday, December 29, 2016 at the zonal office of the EFCC at 16, Reverend Oyedeji Crescent, Iyaganku, Ibadan.

ASUU listed pension fraud, unremitted deductions, extortion from students, contract inflation and kick-backs; as well as unlawful payments to ex-principal officers of the university as some of the allegations against the duo.

According to ASUU, the university management is one of the most corrupt among tertiary institutions in the country.

Also, the petition claimed a fraud case of N1.5 billion as jointly perpetrated by the immediate past vice chancellor and the incumbent on fraudulent and unremitted deductions from staff salaries.

“Our preliminary investigations revealed that billions of naira have been extorted from population of about 35,000 students including Sandwich students over the past years,” the petition said.

Ogun Set To Convert MAPOLY To A University

Procedures are officially underway for the conversion of the Moshood Abiola Polytechnic to the Moshood Abiola University Of Technology.

The Ogun State House of Assembly, on Thursday, acknowledged receipt of the bills from governor Ibikunle Amosun. The bills also included the establishment, incorporation, constitution and functions of the Ogun State Polytechnic, Ipokia.

The governor's letter was read by the Speaker of the House of Assembly, Rt. Hon Suraju Ishola Adekunbi.

NYSC Tragedy: 8 Corps Members That Lost Their Lives In 2016

One of the sad stories that coloured 2016 was the tragic deaths of young Nigerian graduates mobilised for the NYSC – a mandatory one year scheme by the Federal Government where youths are dispatched to various states, communities in service of their 'fatherland'. The scheme has overtime been plagued with deaths of young graduates, either brazenly maimed by hoodlums during elections or involved in a ghastly accident. Some (as was the recent case of Ifedolapo Oladepo) died as a result of NYSC negligence and ill-treatment. 2016 saw the death of these youngsters, causing everlasting grief for their families, relations, and the nation. They include:

1. LAUTECH First Class Graduate, Ifedolapo Oladepo

Ifedolapo Oladepo, a first class graduate of Transport Management at Ladoke Akintola University of Technology, Ogbomosho (LAUTECH), gave up the ghost at NYSC orientation camp in Kano, after the medical personnel at the camp reportedly administered a medication which she reacted to immediately.

Like many thousands of young graduates mobilised for the 2016 Batch ‘C’ service year, 26-year-old Ifedolapo, had said her goodbye to her family members, hoping to see her dreams fulfilled but that dreams were shattered.

Exactly a week in the Camp, it was her corpse that was brought to her family after she was said to have died following complications arising from an ailment few days into the NYSC orientation programme in Kano. The remains of Ifedolapo was sent to her parents in Osogbo, Osun State, from Kano where she was buried at her family’s residence.

2. Hafsat Isa, Who Died Two Months To Her Wedding: Hafsat Isa was left dead after a ghastly motor accident on an Abuja highway on September 14, while travelling on the Kaduna-Abuja expressway. She died on the day she was due to complete the mandatory one-year scheme, and was to get married in December.

3. Ngozi Onyekwere, Burnt To Death: Ngozi Onyekwere was burnt to death in a fatal accident in Akwa Ibom state. The late Ngozi, an Accounting graduate from the University of Port Harcourt, met her ill fate on June 23, after her vehicle, a Toyota Camry suddenly caught fire in Mbiokporo Nsit in Nsit Ibom Local Government Area, LGA of the state at about 3pm. Ngozi was returning from the government house where she was posted before she met her untimely death. The 26-year-old was burnt beyond recognition while the driver of the vehicle and the commuter at the front sit reportedly escaped.

4. Peter Ameh Died In Fatal Accident Few Hours After Passing Out

A 28-year-old corp member, Abba Peter Ameh lost his life in a tragic accident on his way homw after completing the service year. Ameh was among the Batch B Stream II corp members who passed out on November 4, 2016, in a happy mood, he was heading back home to meet his family in Benue State when he met his death in a fatal motor accident along Otukpa-Ugbokolo Road in Ogbadibo Local Government Area of Benue State. He was buried on Tuesday, November 8, in Itabono Owukpa, Ogbadibo Local Government Area, Benue State.

5. Another First Class Gradate, Ukeme Monday Asuquo Died At Zamfara Orientation Camp: Another first class graduate, Ukeme who was mobilised to Zamfara State for the NYSC programme also died in the camp. The Petroleum Engineering graduate who never wanted to serve in Zamfara died at the orientation Camp after suffering from Diarrhea.

6. Okonta Samuel Dumebi, An Orphan Gruesomely Murdered During Rivers Re-Run:

Okonta Samuel Dumebi, who was on election duties in Rivers state rerun parliamentary elections on March 19, was shot dead by hoodlums. Dumebi, an orphan from Illah area of Delta state, was serving as ad-hoc staff of INEC at Ahoada West local government area when he and two of his colleagues were attacked by hoodlums who were trying to disturb the conduct of the free and fair exercise.

7. Olayemi Falomo, died few hours to Passing Out: Batch B Stream II Corps Member, Olayemi Falomo, died few hours to her passing out ceremony which was on the 6th of October, 2016.

8. Elechi Chiyerom Bled to Death In Bayelsa Camp:

A 27-year old, Elechi Chiyerom also died at the Bayelsa National Youth Service Corps (NYSC) camp after bleeding and vomiting on arrival at the camp. The graduate of the Ignatius Uhuru University of Education, Port Harcourt, Rivers State, was confirmed dead five days after arrival at the camp.

Report says Elechi looked “terribly sick” when she arrived at the camp and was rushed to the camp’s sick bay after she relapsed into ill-health.

The doctor at the NYSC camp’s clinic was said to have referred her to the state-owned Diette-Koki Memorial Hospital in the Opolo area of Yenagoa, the state capital, where she was confirmed dead while NYSC officials said that it was a case of “non-disclosure” of state of health by the corps member.

JAMB Introduces CCTV In Exam Centres

The Joint Admissions and Matriculation Board has said all computer-based test centre proprietors must install closed circuit televisions as one of the requirements for operations.
It also accused operators of the centres of sending fake messages to defraud candidates and providing mandatory training for same.

Among other newly approved standardisation methods, the board said the CCTV must show live recordings of the “entry door (from the inside), exit door (from the outside), cross sectional coverage for examination rooms, external building and server rooms.’’

JAMB Registrar, Prof. Is-haq Oloyede said this on Tuesday during a standardisation meeting with CBT centre proprietors at the University of Lagos.

Oloyede announced a total sum of N6,200, covering the Unified Tertiary Matriculation Examination form, CBT centre service fee and the JAMB textbook which would be paid by prospective candidates in 2017.

He added that more than one million candidates sat for the CBT variety of the Unified Tertiary Matriculation Examination in 2015.

He, however, accused CBT centres of “extorting candidates by charging above approved rates, subletting access codes to cyber cafes, encouraging multiple registration and punishing uncompromising candidates by changing their centres and/or institutions without their knowledge/consent,’’ among other infractions.

62% Fail Maths, English as WAEC Releases Nov/Dec WASSCE

A total of 66,497 out of the 172,699 candidates who sat for the West African Senior School Certificate Examination for private candidates this year recorded five credits and above in five subjects, including Mathematics and English Language.

Only four candidates out of the 19 visually-challenged candidates who sat for the examination obtained credits in five subjects, including English Language and Mathematics.

The Head of National Office of the council, Mr. Olu Adenipekun, said this on Friday while announcing the release of the results in Lagos.

Adenipekun, who said the council would soon commence holding the examination twice in a year, said the result was an improvement on the 2014 and 2015 examinations.

“A total of 66,497 candidates, representing 38.50 per cent, obtained credits in five subjects and above, including English Language and Mathematics.

“The percentage of candidates that obtained five credits and above, including English Language and Mathematics in the WASSCE for private candidates in 2014 and 2015, was 29.37 per cent and 20.59 per cent respectively.

“Plans to conduct a second diet of the examination is already at an advanced stage of approval. It may be possible next year,” he said.

Out of the 172,699 candidates who registered for the examination, Adenipekun said 1,210 candidates, representing 0.69 per cent, have a few of their results still being processed due to errors.

WAEC Certificate Valid For Life, Registrar Declares

The Registrar of West African Examination Council, WAEC, Iyi Uwadiae, says the certificate issued by the examination body is valid for life.

Mr. Uwadiae, who stated this at the News Agency of Nigeria, NAN, Forum in Lagos said that examination conducted by WAEC “is an achievement test’’ which remains valid forever.

He spoke against the backdrop of recent moves to increase the validity period of the Unified Test and Matriculation Examination (UTME) result, conducted by the Joint Admission and Matriculation Board (JAMB), from one to three years.

“WAEC is an achievement test. So, ours is to say at this level, like in Nigeria, we are for senior secondary.

“So at this secondary level, our result is saying that you have achieved this.

“It means you have gone through educational system for this period of years and you have achieved this.

“Therefore, you are qualified to move to the next stage, that is tertiary institution.

“Or you can go and work; a job that requires academic achievement for that level. That is what ours is saying.

“So, a look at our achievement test, which we conduct, and saying that you have at secondary school level, you have achieved this and you can go to that.

“Ours is to say you have achieved and you have achieved, so it is valid for life.”

In the case of UTME, the WAEC registrar said it was a “selection test’’ which, he noted, was for one situation.

Death Of OAU Best Graduating Student Announced On Convocation Day

A pin drop silence enveloped Obafemi Awolowo University (OAU), Ile-Ife, convocation ground when the news of the death of one of the best graduating students, Bibilari Elebuibon, was announced.

Elebuibon, whose father is a popular ifa priest in Osogbo, bagged the award of best student overall performance in Yoruba Language in the Faculty of Arts at the 42nd convocation ceremony of the OAU. When he was invited to the rostrum by the Dean of Faculty of Arts, Prof. Gbemisola Adeoti, to receive the award, his colleagues were unusually silent. Instead of clapping in anticipation of his emergence from the crowd, the crowd screamed mournfully.

It was at this juncture that the Public Relations of Officer, Mr. Abiodun Olarewaju, announced that a minute silence be observed in honour of Elebuibon. It was gathered that the late Elebuibon died in an auto crash at Osogbo, capital of Osun State in July. At the convocation, no fewer than 66 students graduated with first class degrees.

The convocation ceremony, which started on Wednesday, also saw 15 students graduate with distinctions from the faculty of pharmacy. The university also produced 1305 students with second class upper; 2127 second class lower; 606 third class and 50 students had pass.

JAMB Issues Statement On Speculations Over 2017 Registration Form

The Joint Admissions and Matriculation Board has urged the public to disregard the speculations that it had commenced the sales of its application forms for 2017 UTME by some group of persons.

The board’s Head, Media and Information, Dr. Fabian Benjamin, debunked the speculations in a statement made available to the News Agency of Nigeria on Sunday in Lagos.

According to the statement, the Registrar of the examination body, Prof. Ishaq Oloyede, has expressed disappointment with the development and calls on Nigerians to ignore the claims.

The statement read in part, “The public is hereby notified that JAMB has not commenced the sales of its application documents as advertised by some unknown and desperate persons.

“They are to disregard any website or individuals claiming to be in possession of these documents and offering same for sales.

“We are putting finishing touches to innovation and changes to ease the challenges associated with the procedure of application for the 2017 all Computer-Based Unified Tertiary Matriculation Examination.

“We are looking forward to announcing the commencement of the sales of these documents very soon,’’ the statement quoted the registrar as saying.

The statement advised the public to feel free to contact the board for clarification on its activities through its website or contact numbers whenever they were in doubt.
